The “Peking Declaration,” also known as Resolution 2758, has called on member states to “restore” the rights of the People’s Republic of China to Beijing as “the only Chinese representatives to the United Nations.” After years of experimenting in accordance with the Chinese alliance in Albania, the resolution was passed in the General Assembly. The ROC promised to return in the 1970’s, but by then it was clear to many UN members that the government no longer represented the hundreds of millions of people living across the Taiwan Strait in the People’s Republic of China now. Despite their expulsion, Taipei officials were backed by the US because of Western fears that communism could spread to Asia.
The ROC government fled the island of Taiwan with millions of refugees when communism seized power, but it continued to hold the “China” seat at the UN and was a permanent member of the Security Council with veto powers.
